State Comptroller Approves Establishment of Scotts Corners Water District in Pound Ridge

The Town of Pound Ridge announces that New York State Comptroller Thomas P. DiNapoli has formally approved the establishment of the Scotts Corners Water District, marking a major milestone in the Town’s effort to address the existing PFAS and historical remnant contamination and bring clean drinking water to the business district.

The new water district will serve 39 parcels along Westchester Avenue in Scotts Corners. This infrastructure project will enable these properties to connect to the existing treated water storage tank owned and operated by Aquarion Water Company, which is located at the Pound Ridge Golf Club on High Ridge Road.  Aquarion will supply water to the district under a forthcoming agreement with the Town consistent with the Water Supply Agreement Term Sheet executed on March 4, 2026 and will be responsible for ensuring water quality. 

The Comptroller’s approval authorizes a maximum project cost of $10,907,000, inclusive of all applicable aid.  Any future increase in the project cost would require additional authorization under Town Law §209-h, and potentially further review by the State Comptroller.  All infrastructure costs will be borne by property owners in the water district.  There will be no cost to those outside the district. 

To minimize costs to property owners in the district, the Town has secured significant outside financial support, including a Water Infrastructure Improvement Act (WIIA) grant of up to $7,634,900 and eligibility for subsidized financing through the Drinking Water State Revolving Fund (DWSRF).  The Town has applied for federal grants to fund the remainder of the construction cost.

Property owners in the district will not be required to connect to the public water system.  Those who choose to do so will not be charged a hookup fee by the Town and may be eligible for reimbursement of up to $10,000 for other connection costs under New York State’s

“This approval represents a historic step forward for Pound Ridge,” said Supervisor Kevin Hansan.  “The establishment of the Scotts Corners Water District will strengthen public health, support local businesses, and enhance long-term community resilience.  We are grateful for the Comptroller’s review and for the substantial state support that makes this project possible.”

With State Comptroller approval secured, the Town will proceed with consideration and passage by the Town Board at a public meeting of a Final Order accepting the Comptroller’s approval and authorizing the creation of the Water District. Thereafter, the Town will finalize the agreements necessary for the completion of engineering and permitting steps, construction of the project. These steps will be discussed at public meetings of the Planning Board and the Town Board.  Neighboring property owners will receive notifications about these meetings, and meeting dates and times will be announced on the town’s website calendar.
